This week’s employee spotlight is on Zon Lout

Senior Officer Zon Lout has been with the Manor Police Department for 9 years. He is one of our Field Training Officers, does background investigations for new officers and assists with firearms qualifications. Zon was also named “The City of Manor Employee of the Quarter for 2007”.  Zon is a single dad of a teenager and enjoys fishing, shooting pool and just being around his friends. We feel fortunate that Officer Lout has been with the Manor Police Dept for as long as he has and look forward to his serving many more years to come.

This week’s employee spotlight is on Ryan Phipps.

Sgt. Ryan Phipps came to Manor PD in February of 2008 from Westlake Hills , Texas . He has been in law enforcement since 2002. Ryan enjoys traveling and outdoor activities. He is a proud parent of an Olde English Bulldogge named “Trooper”. When not traveling Ryan spends his time enjoying life with his friends and family.

This week’s employee spotlight is Richard Milligan.

Richard Milligan is new to law enforcement. He has been with the Manor Police Department since November of this year. Richard has a total of 3 years active in the Army and remains in the Army Reserves. While serving our country in Iraq, Richard was awarded the Purple Heart Medal for his injuries. Richard enjoys hunting and golf in his spare time. He is married to Marlena Milligan and they have 2 children.

This week’s employee spotlight is Lt. Ralph Fisher

Lt. Ralph Fisher has been with Manor PD since February of 2009. He was a Deputy Constable with Williamson County for 3 years and before that he was a Lieutenant with the Williamson County Sheriff’s Office. He comes to us with over 20 years experience in law enforcement and a Master Peace Officer License. Lt. Fisher is married with 2 children, loves to compete in BBQ cook offs and is a proud Aggie (although, greatly outnumbered by City Staff).

This week’s employee spotlight is on David Kohler.

David Kohler is Manor’s new detective. He has recently retired from the Pflugerville Police Department with over 20 years in law enforcement, 18 of those years as a commissioned peace officer. He has served as a School Resource Officer, Patrol Officer, and Detective in his previous employments. David has lived in the Manor area for more than fifteen years and is excited about continuing his career here in Manor. “I look forward to the challenges of this job helping become a part of the growth of the Police Department as well as the City. One of the goals I would like to see for this community is the opening of a new Police Department that is more accessible for the public and one that will hopefully keep Manor PD technologically competitive with other agencies.”
